Drones, Arson and Invented People’s Republics – Hybrid Warfare or State-Sponsored Terrorism
How can European democracies respond to hybrid threats while protecting freedom, democratic values and open societies?
The event explores different forms of hybrid threats – from disinformation and influence operations to cyberattacks, sabotage and other forms of destabilisation. The focus is not only on the security dimension, but particularly on how states and societies can strengthen their democratic resilience against such threats.
Experts from Latvia, Estonia and Germany bring together different security and societal perspectives. Drawing on real-world case studies, they will discuss how hybrid operations work, how different instruments are interconnected, and what impact they have on democratic institutions, public trust and European security.
Short keynotes and moderated discussions will bring together different experiences and possible responses, while also engaging the audience in a broader debate on security, freedom and democratic resilience in Europe.
