New Hong Kong as Beijing's Tool: Repression and Sanctions Evasion
Hong Kong is still widely perceived as an international financial hub governed by the rule of law. In reality, under Beijing's control the city has become a key instrument of the Chinese party-state. First, Hong Kong systematically serves the evasion of international sanctions: its exports to Russia have nearly doubled since the start of the full-scale invasion of Ukraine, with around 40 percent comprising war-critical technology such as semiconductors and dual-use goods; European high technology worth over 200 million US dollars has been rerouted to Russia via Hong Kong shell companies. Second, the Hong Kong diaspora in Germany and Europe faces transnational repression — from surveillance and cyberattacks to bounties placed on EU citizens and the instrumentalisation of family members as leverage.
This parliamentary breakfast, featuring a panel discussion and moderated Q&A, brings leading experts together with members of parliament, civil society organisations, and media to develop policy responses for Germany and the EU.
