The new BND Act: More sabotage, more hacking, more surveillance
The BND is facing the most significant reform in its history. The goal: to transform from a defensive agency into an operational one. The new BND Act grants the foreign intelligence service expanded operational powers. This is intended to enhance protection against hybrid threats, as democracies face increasing pressure from sabotage, espionage, and disinformation.
At the same time, these expanded powers pose risks to fundamental rights, such as freedom of the press and freedom of telecommunications. The legislation raises the question of how much intelligence capability a resilient democracy requires without undermining its own values.
Experts are discussing the opportunities and risks associated with the new BND Act at the German Spy Museum.
